Paks II: Approval of Soil Preparation Work Received in Brussels

The European Commission has approved the planned amendment of the government decree regulating the site preparation works related to Paks II project. It means that – after submission of the construction permit – the licensing process can start, which can be continued by earthworks at the beginning of next year as well – informed János Süli, Paks, Minister for Paks II Investment. He said the pandemic situation made it difficult, but not impossible, to continue the work on Paks II project.

 

The European Commission has approved the amendment to the Hungarian Government Decree that regulates site preparation works related to Paks II project. The purpose of the amendment is to allow, in accordance with international practice, to begin preparatory earthworks at the Paks site in parallel with the assessment of the application for a construction permit. János Süli said that "The decision does not mean mitigation, it does not change the regulations, the supervisory powers of the authority do not change, but it allows continuous work.” The Minister for Paks II Investment explained that, on the basis of an amendment also approved by Brussels, Paks II Zrt. as a licensee, may start the grounding permit procedure only three months after submitting the application for a construction permit to the authority. During this time, the National Atomic Energy Authority will be able to assess the basic construction features of the application for a construction permit for nuclear power plant units, as well as their connection to the site preparation works. Through an amendment to the legislation approved by the EU, earthworks can begin at the site of the new blocks in early 2021.

The minister informed that demolition works in the area have mostly been completed, and the removal of waste and the replacement of public utilities are nearing completion. He also said that directly at the site of the new blocks, a 3553 square meter, two-storey container office building, the Power Plant Investment Center, is going to be built on behalf of Paks II Zrt. The center will be built for the company's employees and will be capable of accommodating 300 people.

As reported, the collective of Paks II Zrt switched smoothly to home office regime. The processing of materials from the Russian side is continuous. "We are working hard to prepare and submit the application for a construction permit by the scheduled June 30th, despite the current unforeseen situation." He pointed out that the construction of the three buildings in the service area had not stopped, and all necessary measures had been taken to protect the health of the workers there.

János Süli also spoke about the fact that on 5 May 2020 the Parliament adopted the amendment proposal declaring the Central Danube region as a priority development area. The establishment of the Central Danube Priority Area, which includes 99 settlements, is primarily aimed at catching up and coordinating the development of the settlements located here. However, thanks to the priority status, it will be easier to coordinate the large investments expected in the region – so, during the construction of Paks II as well – and ensuring the need for a large number of human resources during the project, expanding industrial capacities, and developing infrastructure.
